Staff should remove 3's rewards, too many gglads with 1.5 ratus or give it for r1 only.
Rewwards will never make 3's more active.
Make it so you can't get points unless you play 10 games in 3s and voila, the people that are actually into it will get some competition and the others will just play them in order to get their points from 2s.
Sounds simple enough.
