Yes. I don't know what the currency currently is. But I'm a premium member and created a DK without having a level 55 on my account.
I heard that is a bug, that all DK's will be deleted from accounts which does not have any 55 lvl chars
Yes, you need to donate at least $10. And no, you cannot create DKs without having a level 55 character in Lordaeron (You can do it on any other realm tho)
