The hats are random drops.
The clothes (red / green) are crafted with Tailoring.
The boots - Leatherworking.
I thought the hats only drop from heroic bosses from the Nexus, Utgarde Keep and Oculus?

It is random drop from all mobs, very low %.
It has a good drop chance from 3 dungeon bosses.
which dungeons?? i see a lota lowbies running around with the hats on
