Does Divine Purpose make our Hand of Freedom be used on ourselves while being stunned?

Yes, with this talent if you are stunned you can basically "trinket" yourself out of the stun (read: Stun only) and get all the normal benefits of HoF while also breaking the stun.

You should also take note that Hand of Freedom can be cast on yourself while stunned even without the talent. It won't break the stun, so try to remember when you do or don't have the talent, so that you don't waste the ability trying to free yourself and it end up having no effect.
