How do you get lvl 80 pvp enchants?

I'm looking to get the shoulder and head pvp enchants that you're supposed to get from the Wintergrasp quartermaster on Deathwing and Ragnaros, e.g.

Except we don't have an active Wintergrasp on this server, so how do I end the stone keeper's shards that the vendors require? Please don't say "pve" because I don't do that- these are pvp enchants so hopefully there's a pvp way to get them. If not, I think Warmane should offer them for vote points or something like that.

You can do between 2 and 4 weekly quests in wintergrasp that require you to kill 10 npcs or collect 10 of item xyz in wintergrasp. each of these quests is rewarded with 10 shards. Else you have to do rdf hc.

Thanks- got 20 stone shards today doing 2 of these quests. :)
