question about prioity bug fix

warmane fix things in specifc order or prioity?
cuz i saw alot of bugs in bugtracker that they are report like since 9 months agoo and still not fix...
as exmaple :

Well lets put that into perspective.
You don't build roof of the house first.
So, age does not mean everything.
There are multiple things that need to be taken into consideration, but that is a long story.
