It is in Dalaran in Underbelly next to the arena masters.

if you're looking for PvP weapons ilvl 232 - 239 (Furious) you're right, those are sold by NPC
they are sold there on the final PvP season
since this server is adopting mid PvP season you will not find those weapons sold on NPC
people got those weapon from voting at Warmane's website
you need to have at least 1000 achievement points to start voting each day
