Are guild charters broken?

I am having an issue when I open a guild charter, the window will open but the button for "Sign Charter" is grey and the only option is to close window. This isn't my screenshot but this is exactly how my window looks too. http://i.imgur.com/7zn6ZC6.jpg?1

That doesn't really tell me much? Is this a known problem that is being fixed? or is it just a reported bug so far? Also is it happening to everyone?
