If yo uget stuck on the chain and want to get rep in the mean time, do the Daily Dungeon quest sin Dalaran, then pick the Hodir item for 520 rep. It will take 6 days to get you to friendly.
Or you can make a ticket, some GM will complete your quest, some don't...Good luck!
