Issues with erratic latency

Hey guys, i've been having a lot of lag lately.
I do not have active downloads, i checked my network utilization and even that isnt an issue.
Earlier i had close to 280ms and now 500ms is the minimum. Could someone suggest what i could go about doing in order to fix this?
A new ISP is on the cards anyway.

What does speed test show and what is your ping in other online games?

Hi Borrean, Mine is an 8 mbit connection. Speedtest.net shows a healthy 8.76 mbit speed. Im checking pingtest from where i live to Italy. Here is a pingtest Report where i checked my ping to italy( france wasn't present on the list last i checked)
