Both do 2 completely different things.
You only have to ask yourself one question: Would I rather dps or tank ICC/Halion encounters once everything has been released?
It's a very simple question. Both are fun in their own way, but very different in what they do like romz said.
Quite clear you are considering PVM content only, so Paladin, hands down. You can spec for tank/heal or tank/dps. So much utility at your disposal.
