On which realm are you trying to create a character?

PTR Lordaeron should be closed. This means that you can't create a character there until it's opened again for the test cycle.
Try some other server.
Try with another character customization combination (such as editing your facial facts or so), it is because of WoD new customizations. However, you should be able to create a new character.Quote:
