its not clear if there is a way to instant max level?
I do not believe there is such a thing. However, you could pay somebody to help boost you through quests or dungeons. Please correct me if this would be against the rules though :)
is the server currently offline? when i try to connect it just puts me back to the choose a server list. i can connect to all others.

Yes. As Jorma67 stated above, the realm is currently offline for scheduled maintenance. It should't be more than a couple of hours and is worth the wait as it includes many bug fixes and improvements which can be seen here: http://www.warmane.com/changelog under wrath of the lich king and April 6th.
