Is Shadowburn (rank 1) missing?

So at level 24, it shows that Shadowburn (rank 2) is available to be learned if you have rank 1.....I can't find a rank 1 Shadowburn.

I also looked to see if it was based on a quest but, it only shows that it's a spell that's taught by trainers; am I missing something here?

You learn rank 1 from a talent in the destruction tree.
