Hints of a new plague, I had the quest in my log as failed. It was the escort quest. I abandoned the quest but i was unable to pick it up again. It did no appear. Is this a bug or am i doing something wrong?

i cant seem to get any further in southshore because of this
Someone probably was escorting quest npc when you get back to retake quest.
