trading and coin gifting as non premium.

Hi,
I would like to know if trading and coin gifting are premium exclusive perks or are they also available for non premiums?
And what about the new character trading feature?

Character trading seems to be a premium only feature but what about trading and gifting?
Couldnt find any info about that.

It's supposed to be premium-only but seems like the limitation is missing.

The limitation was fixed last night. Is it still occurring?
