Can't interact with Sons of Hodir

Received Forging an Alliance (part 1 of 6), which put me Neutral with Sons of Hodir. Started questing with them, got the quest where you must help Snorri kill 10 Seething Revenants. Left to do Culling of Stratholme, came back. Can't interact with any Sons of Hodir NPC. Abandoned quest to try and restart it. Can't get quest back. Can't shop at the Quartermaster, take flight point, etc etc. Still Neutral with them. Cursor turns into the attack sword when I hover over one of the NPC's, but I can't attack, either.
