I've just made the item, remembering how much fun I had with it in retail. From what I recall, it allows you to see players and npcs further away than sight distance allows, as well as broadens the view of tracking. Now I did try it out several times, making sure where the players fade away with and without it and there seems to be no difference.
Is there any explanation to this beyond "don't bother with this item?"
