Are lower level schematics not available at all?
For example the Delicate Arcanite Converter schematic is not available at it's NPC vendor
Is this a known issue on the server or am I missing something?

Is this a known issue on the server or am I missing something?
Some vendors only sell (1) of an item. When someone buys it you must wait a certain time for the vendor to restock.
