Getting a constant hiccup of the picture in game

I'm hoping someone has some advice for me on this. First my system,

Windows 10
GTX980ti
16gb ram
i7 4.5ghz
Server is Lorderon

Im getting a frame freeze or hiccup every minute or so in game. It has been doing it for my whole time on the server and it especially "seems" to be linked to when i am shifting forms on my druid or hotting myself a bunch. I lowered the graphical settings from Ultra to High and it still did it. I also deleted my WDB and WTF folders and it still did it. Any ideas for me. I appreciate any feedback.
