Bring the Death's Verdict (HC) back!

Removing it discriminates unholy DKs, protection palladins and I'm sure that a lot of other class/specs as well. Please, bring it back but make it require AP and rating. I assume that doing so will not spoil the balance and at the same time there will be some point to play and gear up for those who are discriminated in such a way atm.
