At what level bracket, or during what hours, is arena popular?
I've been queuing in practice 2v2 arena at level brackets 10-19 and 20-29 - haven't gotten in once. Approximate wait time is always unavailable.

I only tried rated, it's pretty active.. 2s that is
At lower levels I doubt that you will have any luck getting into skirms. At least from my experience.
At 80 though rated 2s is pretty much always instant. 3s depends on the time of the day, but you can always arrange a time with other players to get some stable 3s going if the queues are too long.
