By that i mean i log in on 2 accounts and start leveling my level 1 with my 80, and if im allowed to do it, how am i supposed to do it right? like only kill mobs or pick up quests and then quickly complete them?

You are allowed to boost, but not to powerlevel. That means you can do so with mobs of seenable by the lower char level. For example, you may not get your level 30 to borean or icecrown and kill mobs there on 80

Is this for WOTLK only since it's a x1 realm? It's the first news I hear. On cata everyone boosts their chars with friends and nobody bats an eye
It's for all realms. Regular powerleveling/boosting is allowed. It's not allowed when you kill mobs more than 10 levels over your chars level and they give experience. That's an exploit since those mobs are not supposed to give experience and I am not sure if it even still works.
An AMAZING way to boost is to pull all enemies in a dungeon (Stockades can get you 21-29 in a single run this way) disband the group and then use an AoE (Or dynamite) on your alt, and immediately use vanish, or instantly use an AoE on your main. (Using a DK to help level is great as you can death and decay the ground between you and your alt instantly giving you aggro again without the alt dying.
