Is Power Boost Leveling in Ban able ?
Like killing high level mobs in high level zone with the help of high level Character.
P.S. As i remember it was not ban able on Retail.

because in retail, you't can get exp. from mobs too much level higher than you

In case you are level 68 and you are in lvl 70 zone with lvl80 killing mobs for you, the mobs are considered to be relatively your level and therefore it's not bannable.
In case you are level 38 and you are in lvl 70 zone with lvl80 killing mobs for you, the mobs are considered to be higher level and therefore is bannable.
