Low level Holy Paladin leveling

Hi.

This is not a rage thread. I'm genuinely looking for help. As I level my Holy Paladin which is level 22 as of now I literally wiped every single dungeon because once a tank pulls more than 3 mobs or some ***** decides to use [Righteous Fury] as a DPS. the damage splits and everyone dies.
I know I'm not a horrible healer as I got 2600 back in retail when I played RLD Anyway, now that I got back to WoW leveling my Holy Paladin when I'm spamming Flash of Light, I just can not keep up. Whenever more than 3 mobs are pulled I need to use lay on hands. If it's on CD everyone wipes. Every single time. It's bothersome. I can't use Holy Light either because the cast time is just too slow. By the time it ticks they're already at 20% health.

Am I missing something or are Holy Paladins supposed to be bad at my current level?

Are you playing on icecrown? if so, the lack of gear from tank/dps might be the answer.

I had a quick test by making a level 17-21 druid during deadmines and I healed about 2.5 times higher with all white gear and 1 green item. Simply because the hots alone combined almost do as much as flash heal let alone regrowth also heals (Same amount as flash heal + hot) And it also consumes less mana. The cast time of flash heal is probably 0,5 shorter though. But that doesn't make up for the fact that my druid heals for 2.5 times more with worse gear.

I leveled as ret then switched to holy upon turning 80 and getting some reputation gear. I feel like your heals in ret/holy won't be much different while leveling at a low level anyway
