Priest: Penance and Reflective Shield Bugs

Gonna make this quick - for starters - this was tested with and without any addons on a clean build.

Penance
Sometimes drops target even though you don't drop target. Will get an error and "i need to target something first" - usually before the last tick of Penance and Penance will not give a 3rd tick. This happens on friendlies or enemies. No targets being dropped, target is still active.

Reflective Shield
Will bug out every time you have any type of DoT on you: "I need to target something fist". The damage reflect still tries to apply itself after the target that applied the damage has died. You can also "transfer" the DoT damage while your shield is up to another target, however, it will not actually DO damage, but you still will see damage numbers above a mob's head as if you were dealing damage.

Unsure what causes this.
