So I have http://wotlk.openwow.com/spell=18176 and when I look at spell stats, my hit rating doesn't change with or w/o this talent.
If I have 11% hit and I have this talent does that mean I have 14% crit and with 3% more in raid, am I good at 17%?

Thanks Acidmath. That's what I thought but didn't want to assume it. I raided at 11.6% with the talent and Boomkin the other day and world of logs didn't show any misses so I figured I was GTG.
