Has never been and, most likely, will never be. Warmane doesn't seem to want to support other private servers in any way.
Edit: this is from suggestion section rules, but, I believe, it applies to the case in this subforum as well.
DO NOT POST SUGGESTIONS THAT INCLUDE THE FOLLOWING
To-Warmane character transfers - We never have and never will accept transfers from other servers or retail
