City Quartermasters?

I wanted to buy some tabards but I couldn't find the Orgrimmar qm or Silvermoon qm.

City Quartermasters were not introduced until Cataclysm!

So is there no way to get silvermoon or orgrimmar tabards?

Sure, through Argent Tournament dailies. Requires a bit more effort than walking up to the vendor and purchasing it, though.
