Possible temp ban?

Is it possible to get players banned for intentionally AFKing in a soloq match as your partner?
I was climbing from 1850 and some 1900 DK decided he didn't like me or something, and started talking **** to me in PM.
At first I thought it was coincidence.. but he was inactive as my partner and 100% active as my opponent.
Caused me to lose significant rating.
I feel like him intentionally not playing could be considered 'win-trading' to some degree.

Purposely interfering with SoloQ is bannable. Feel free to report such cases via ticket, preferably with a video record.
