Problem with Sons of Hodir questline.

So I got exalted with sons of hodir before the questline was fixed. It used to be much quicker where the questline started at mending fences. Anyway, right now I'm doing the longer questline because the quartermaster is not appearing and I'm stuck at Cold Hearted. I'm not sure if it's bugged or not but every time i zone into Dun Niffelem, I transform back into myself and I cannot release the dragons. Anyone had a similar problem? Any help is appreciate, I need ma shoulder enchant.
