First of, RDf came out with ICC, so if you want it "blizzlike", you gotta wait
Second, the staff is in fact planning on not enable it at all to keep it hardcore, as to go out through the world instead of camping dalaran and being teleported... although there's no official answer about it as far as I've heard, don't get your hopes up

I believe it is not in place as RDF tool wasn't implemented until 3.3. (Fall of the Lich King, ICC)
I agree that it can't be released before 3.3, but with 3.3 patch it should come out. There is nothing hardcore in disabled RDF. And I doubt people come here becuase of disabled RDF, people come here because raids are harder and u can't buy BIS Gear for Donation.
It has been stated countless of times by the staff that RDF will NOT be enabled. Not now, not later, not ever.
