The Horseman spawn time

Hi guys, I wanted to ask you if someone knows the spawn time for the Horseman in Goldshire. 2 days ago I was able to do the quest every 30 minutes (different chars) but today I'm waiting for over 2 hours and nothing. Can someone help me pls? thanks

I have honestly given up on waiting for him. I sat there for over 6 hours one night and nothing. At this point, if I find him from pure coincidence, fine.
