Hello This is a long time known bug. They say it's fixed, but it is not. It is hit and miss. There are many posts on the Bugtracker about Guild Charter bug:Quote:

The Gm that has the guild charter and all the other players that signed have to stay logged in, do not log out. This worked finally for me. If you need to start over again, I can help you get all the signatures again. Let me know your characters name and what realm you are on. Pm me, if you like.
