I've never found any legit info on why this happens either but it has been observed to happen only on next attack modifying abilities such as Rune strike/Heroic Strike and on yellow specials. Enemies without a shield can also block your crit for whatever reason. If you want to read more there's about as much info on wowwiki.Quote:
