Armor pen, obviously, till 70% min
Depends on gear, if you have access to end game pve gear go for arp, otherwise go for ap, no point running around 25% arp fully gemmed for it.

uh why would i want to pvp with PVE gear ? or did u mean accessories ? atm im gusing gorona pve gear but my next gear will be relentless or wrathfull probably

Because for ArP to work you need a certain amount which you cannot really get via pvp gear, and this is icecrown and 3s are dead and 2s are full with hpala + war/dk so unlike retail you dont actually have a good target as a AP rogue most of the time. Hence its optimal to use a few pve pieces to get to the magic points.
It basically just comes down to your arena comp and playstyle, if you roll solo as a rogue arp sub is better since the server has a lot of plate players, but if you are doing an arena comp with a spell damage partner(which I suggest) you should roll AP to rape cloth players while he/she does a nice amount of damage on the plate players. If you roll AP be sure to have at least +- 35-40% arp. (Ofc I'm speaking from BiS perspective), if you have rdf quality/furious gear you should just stick to AP and maby even roll an envenom mut spec, that way you ignore the armor anyway with your envenom since it's nature damage.
Attack Power.
Why? Well because it increases the damage of your Rupture, Garrote, and Eviscerate. The first two bypass armor which means you could easily do a nice damage output against highly armored foes just by applying bleed effects.
Eviscerate would do similar damage with either gems socketed in your gear, although ARP is ONLY better against HPal, DK, Ret, and a Warrior.
I am honestly tired of this ARP vs AP debate. The arp you get from offsets and jewelries such as Sharpened Scale is enough, so unless you are going for 100% ARP, keep those gems away from your gear!
Furthermore, in order to get a really nice ARP count which would be better than AP, you would have to sacrifice a lot of resilience. The reason for that is because armor penetration works proggressively - the more you have, the more you are going to profit from. 25k armor = 62% DR; 20k armor = 57% DR; 15k armor = 50% DR; 10k armor = 40% DR; 6.5k armor = 30% DR; 4k armor = 20% DR; 1.5k armor = 10% DR.
WIth a BiS gear, you should have something like 6000+ attack power, 40% ARP(+9% from talent=50-ish), and 1050 resilience.
With ARP, you would have about 5400+ attack power, 75% arp, and 900- resilience.
I've been playing rogue for 8 years and I can tell you from personal experience, AP is better.
