Both! Just go for the two-set bonus. Ultimately, you'd want to use the tier 9 shoulders and helm to receive it. If you only have access to 245 variants, then you can go for the four-set with the leather chest as your non-set piece. If you need any further help, you can just come talk to me in-game. If you give a detailed look, ret paladins are a balance class between STR and crit. and Bless Blizzard for the thing they did, Ret paladins get highest crit from agility than other classes.
