Registration email not coming?

So i have a friend that just registered, and he didnt get his email to activate his account. Whats wrong?

1. Wait for 15 minutes.
2. Check SPAM and all folders.
3. Make sure to be checking the right email account.
4. Retrieve a new validation mail.
