Spell Penetration

Hello,
I'm playing a mage and a shaman, with both characters I have more than 135 Spell Penetration, but spells like spellsteal and purge are constantly getting resisted by enemies.
It would be very helpful if someone could explain how SPen works and if there's a reason to get SPen cap.

Almost every class has talents to increase resistance against dispell mechanic to 20-30%.
Probably it cuz of this ?

Yes, and as far as i know, those talents does not scale with spell pen, therefore that % will be there no matter of how much spell pen you have

How much magic resistances they have that much spell penetration u need.

pally aura/totem 130 and mage armor 40 so 160 magic penetration there already needed afaik

130 is softcap and 160is hardcap.
