Ancient Tome of Dinomancy ? is it working ? or bugged ?

Hi I got ancient tome of dinomancy from Zandalari Dinomancer,
I used the tome ( Hunter ) , and no skill is learned
is it confirmed as bug ? or not implemented yet ? or any info ?
