They wont get fixed because you can level without them
It's not quite right to say that they will not get fixed, but they are most likely not very high on the priority list.
Although, it is true that you will be fine without having every quest in the starting zone working, as there are plenty working quest to go around, not to mention the 7x(?) leveling rates.
