How can I get vote points if I am playing only on Outland realm , and i dont have 1k achievement points on other realms ?

You don't, basically. Burning Crusade has no point shop, so this isn't an issue.
And if you mean for using on another expansion, meet the requirement on that expansion.

•The marketplace will not be implemented for at least a month and on release it will only contain items that were already obtained by the players. The marketplace itself will be progressive.
