Weapon Skill

I am a level 38 and I have been using a sword and my weapon skills for swords is stuck at 70 and wont go up any ideas?

i need help with this as well, i'm level 61 and my two handed axe weapon skill is stuck at 25, been attacking everything and it won't go up
