Can't faction change

I cant faction change its says '' you must select a service or you character does not belong to your accont''
There is no character appearing in the box

You must select a character that is on your account that is of the opposing faction and compatible with your class.

The reason for this is there is no recustomization in TBC, so we want players to make a character of the opposing faction, for race and appearence, then select that character from the dropdown.
