As many times as you like and have points/coin for when they aren't free, pending the direction you want to go to being available.
i accidentally transfered my undead mage to alli. how can i change it back? i can pay for that
At the moment you can't, and likely won't be able to until a point in time where the faction imbalance doesn't exists (possibly not going to happen).
