Warmane splits accounts that have more than 1 faction into 2 different accounts (Everyone would have to register new accounts on their site to move their characters into), that way people still have all their characters and then they can implement a faction cap of 7.5k for Horde and 7.5k for Alliance.
+1. It doesn't offer unfair advantage to alliance and it seems doo-able.
