Latency problems, even after firewall disabling.

Hello, I am hoping some genius can help me out with my latency issues - consistently between 2k-3k. I have 60mb download and 30 upload, so that is not the issue.
As I said in the title, I tried to disable the firewall for Wow which didnt help. This has lead me to believe that it might have something to do with me being on a wireless connection.

TL:DR info
Living in Northern Europe
Disabled windows firewall for WoW
Wireless connection
No programs interfering with my connection
30/40 ping on other games such as cs:go

All help would be apreciated.
