It seems that we can't do anything client side to switch from %age target HP display to real numbers, so maybe it's something that has to be adressed server side ?
Seeing the health number of the target is very useful, i wish it worked, and other people too.
This is working as intended, the ability to see HP value on NPC's and opposite faction was implemented in patch 3.0.2.

Search for 'Health values' and you'll see :)
You can however download the MobInfo addon, it calculates it for you.
