Ele Shaman rotation

I know the basic ele shaman rotation is keep flame shock on target at all times, LB off cd, then fill with LB. But I'm wondering if you're supposed to also keep CL off cd, since it has higher base damage (from what the tooltip says) and a lower cast time. I'm talking for single target bosses in ICC, because I know to use CL when clearing trash.

Chain Lightning has higher base damage if you speak about full efficiency of CL - that means on 3 targets. But about single target LB> CL. anyway CL has also faster casting time. Some people said you don't need to cast CL at all for single rotation, second prefer to use CL only in case there is some really small "gap" for synchronization of next Lava Burst. But using on CL on CD for single target rotation is the worst thing where you can do.
