In the Outland shop the tooltip reads
"Requires riding (75)"
"Use: Summons and dimisses the Headless Horseman's steed. This is a very fast mount."
Does this mount automatically move at 280% flying speed regardless of riding training since it only requires 75 riding to use or does it's speed scale as you learn higher levels of riding?
